What is the E-rate Program?
The Universal Service Fund for Schools and Libraries, popularly known as the "E-Rate" program, provides discounts to all public and private schools for the purchase and use of telecommunications and advanced technologies they might not otherwise be able to afford.
Who is eligible for the program?
All non-profit private or public schools, elementary and secondary. The discount is determined by the percentage of students who are eligible for free or reduced-priced lunches under the National School Lunch Program. (Actual participation in a lunch program is not required.)
Where does CDS come in?

How are the funds allocated?
The Federal Communication Act of 1996 has allocated $ 2.25 billion dollars annually for the E-Rate program. The e-rate program is funded by the Universal Service Charge, which is billed to every phone account nationwide.
